Instructions
1. In a mixing bowl, combine ground beef, cabbage, carrot, garlic, soy sauce, and sesame oil. Mix well.
2. Place a small spoonful of the mixture in the center of each dumpling wrapper. Fold and seal the edges with water.
3. Heat vegetable oil in a frying pan over medium heat. Fry the dumplings until golden brown and crispy.
4. Serve hot with dipping sauce of your choice.
