Instructions
1. In a saucepan, combine rice vinegar, water, sugar, fish sauce, and soy sauce. Bring to a boil over medium heat.
2. Add minced garlic and chili flakes. Stir well.
3. Mix cornstarch with 2 tablespoon water to make a slurry. Add to the saucepan and whisk continuously until the sauce thickens.
4. Remove from heat and let it cool. Store in a jar and refrigerate.
