In a bowl, mix flour, salt, and turmeric. Add cold butter and mix until crumbly. Gradually add cold water and mix until dough forms. Chill for 30 minutes.
In a pan, cook ground beef until browned. Add onion, garlic, thyme, allspice, scotch bonnet pepper, and salt. Cook for 5 minutes.
Add beef broth and breadcrumbs to the beef mixture. Cook until liquid is absorbed. Let cool.
Roll out dough and cut into circles. Place beef filling in the center of each circle. Fold and seal edges with a fork.
Place patties on a baking sheet and bake for 25 minutes or until golden brown.
