1. In a mixing bowl, combine flour and salt. Add butter and mix until the mixture resembles coarse crumbs. Gradually add cold water, mixing until dough forms. Wrap in plastic and refrigerate for 30 minutes.
2. In a frying pan, cook ground beef over medium heat until browned. Add onion, garlic, cumin, and paprika. Cook until onion is soft. Stir in olives and raisins. Season with salt and pepper. Let cool.
3. Roll out dough on a floured surface. Cut into circles. Place a spoonful of filling in the center of each circle. Fold dough over filling and seal edges with a fork.
4. Heat vegetable oil in a frying pan. Fry empanadas until golden brown. Drain on paper towels.
