Instructions
Mix flour and water to form a dough. Knead until smooth.
Roll dough into a long cylinder and cut into small pieces.
Flatten each piece into a thin circle.
Mix pork, green onions, soy sauce, sesame oil, salt, and pepper.
Place a spoonful of filling in the center of each dough circle.
Fold and seal the edges to form dumplings.
Boil water in a pot. Add dumplings and cook until they float.
Serve hot.
