1. In a frying pan, cook ground beef until browned. Add onion, garlic, and ginger. Cook until onions are soft.
2. Add cumin, coriander, garam masala, turmeric, salt, and black pepper. Stir well.
3. Add frozen peas and cook for another 5 minutes. Remove from heat and let it cool.
4. In a mixing bowl, combine flour and salt. Add oil and mix well. Gradually add water to form a dough. Knead until smooth.
5. Divide dough into small balls. Roll each ball into a thin circle. Cut each circle in half to form semi-circles.
6. Fold each semi-circle into a cone shape. Fill with beef mixture and seal the edges with water.
7. Heat oil in a frying pan. Fry samosas until golden brown. Drain on paper towels.
